Japan Exit Regulations

As your pleasant Japan tour concludes, you may question what goes in your check-in luggage and what in your carry-on. What to pay attention to when arriving at the airport? You will find all the answer you need in this article, which summaries the procedures and related precautions when leaving Japan.
 

Japan Airports Exit Regulations

Airport check in and checked luggage
After arriving at the airport, present your passport and check in your baggage at the designated airline counter. Be careful that batteries and power banks must be carried on board and are not allow in checked luggage. Any liquid containers over 100ml (g) and sharp objects must be checked in and are not allowed on board. Once you luggage has been checked, you will get a boarding pass.

Please note: liquid containers over 100ml (g) can be carried on board, but it has to be in a transparent zipper bag with a capacity of less than 1 liter and a length and width of up to 20 cm (one bag per person). Liquid exceeding 100ml (g), paste or liquid foods such as jelly, pudding, miso, pickled products, cans, gels and sprays are prohibited from being carried on board and must be in check-in luggage.



Getting ready for departure and security inspection
When you are ready to departure, please follow the departure sign in the terminal to the exit control area, and present your passport and boarding pass to the aviation police. (Japanese signs generally are shown in four languages: Japanese, Chinese, Korean, and English.) After entering the restricted area, you will encounter a security checkpoint. Please take off your backpack, jacket, scarf, hat, electronics (mobile phone, tablet) and place the items in the basket for screening. If containers or sharp objects containing more than 100ml of liquid are detected, you must discard them on site before proceeding.



Going through customs
After passing the security check, follow the signs and you will see the customs counter. If you have purchased duty-free goods, please hand in the receipt (tax-exemption slip) stapled on your passport to the customs office. Do not open the bags for duty-free goods before leaving Japan, or else you are subjected to pay consumption tax according to the law. If you put the duty-free merchandise in check-in luggage, you will not have to present it to custom officer. Japan has implemented a new tax exemption system starting July 1, 2018.

The new tax exemption system allows consumers to enjoy tax exemption with a minimum purchase of 5000 yen on common goods and consumables. Consumables include food, beverages, alcohol, pharmaceuticals, cosmetics, etc. Tax can be refunded for purchases from 5,000 yen to 500,000 yen at the store.  Consumables have to exit the country within 30 days of purchase. Common goods are any goods other than consumables, such as electrical appliances, shoes and bags, clothes, watches, jewelry, crafts and etc. Tax refunds are available for common goods at the store. A minimum spend of 5,000 yen is required. After leaving the customs, you will find the exit inspection office. Some airports may have facial- recognition gate, which automatically complete the exit procedure as you walk through the gate.

Since July 2019, the Japanese government has successively implemented facial- recognition gates at major airports, allowing foreign passengers to automatically complete the exit procedures. The whole process is simplified to scanning passports and face.

Kansai Airport (opened September 25, 2019)
Fukuoka Airport (opened October 8, 2019)
Chubu International Airport (opened November 7, 2019)
New Chitose Airport (opened November 14, 2019)
Naha Airport (expected to open in early July 2020)

(b) Manual exit checks
If your departure Japanese airport has not yet implemented the facial recognition gates, please follow the on-site instructions. Line up at the counters and wait for the next available officer. When it is your turn, please give your passport and boarding pass to the immigration examiner, who will return the documents to you after the review. Afterward, you may head directly to the boarding gate or shop in the duty-free area.
